Development projects planned as part of the 4th tranche of the provincial plan for urban upgrade (2015-2018) of Smara required a budget of almost MAD 755 million.

This provincial plan, developed with the combined efforts of the Agency for the promotion and economic and social development of the southern provinces, government sectors and elected councils, aims to support the programs and building projects planned in the framework of the other parts of this plan.

The planned projects are divided into four main areas, namely the basic infrastructure through upgrading of under-equipped neighborhoods, subdivision development dedicated to housing for the medium and high income social groups and realization of local projects, in addition to the redevelopment of roads and sidewalks, installation of street lighting, tree planting and the construction of a bus station and an athletics track.

The housing sector and particularly the fight against substandard housing is carving the largest share of the budget devoted to the fourth tranche of the plan which revolves around four axes: “Towards a productive city,” ” A city that values its history and heritage, “” For a sustainable environment “and” structural nature projects. ”

These axes involve the construction of basic infrastructure, socio-educational projects and local projects which involve urban upgrading of neighborhoods, team sports courses, establishment of Islamic schools, spaces for children and upgrading of the rural community centers. The provincial plan for urban upgrade of Smara adopts a balanced development strategy by ensuring an optimal distribution of basic equipment and a structural expansion of the urban space, besides the rehabilitation of the old medina and the establishment of social, economic and cultural structures necessary for sustainable development of the city.

It must be noted that the three parts of the plan, carried out at a cost of MAD 640 million is allocated for the construction of roads and sidewalks, street lighting, planting trees in the boulevards, the redevelopment of the Avenue Hassan II, restoration of the old mosque and construction a youth center in Hay Salam.
